DSO in Africa: policy and financial challenges delay the digital dividend

The digital switchover (DSO) process in Africa will eventually lead to new spectrum being made available for mobile services. The International Telecommunication Union (ITU) has mandated that all African countries must cease analogue TV broadcasting by June 2015. However, few African countries are on track to meet the 2015 deadline, mainly because of financial and regulatory issues.
